Remarks:

The alleged offending related to the accused’s fraudulent reporting of involvement in a transport accident on 2 February 2019.  The Magistrates noted that the accused’s offending was serious, and that it involved defrauding a government agency established to support injured Victorians.  The Magistrate formed the view that general deterrence and denunciation could be facilitated by a significant fine alone, and that a conviction was not necessary in the circumstances.
