TAC Annual Report tabled in parliament

The Transport Accident Commission’s Annual Report was tabled in State Parliament today, confirming the scheme is in a strong financial position and delivering improved outcomes for people impacted by road trauma.

In the 2023-2024 financial year, the TAC funded $1.81 billion in support and benefits to help almost 45,000 people get their lives back on track after an accident on Victorian roads – compared with $1.63 billion in 2022-23.

The TAC recorded an operating surplus of $1.04 billion, driven by performance from insurance operations of $1.13 billion.

There was also improvement in client service and outcomes measures. Most notably, the more than 70% of clients who returned to work, or secured new work, within six months of their accident was a record high. The client experience score (6.78/10) increased from 2022-23, and was within the TAC target range, while client service scores (decision and call quality) were well above target.

TAC chair Greg Wilson said the positive results were achieved against a backdrop of ongoing economic and social challenges, including record population growth and lingering repercussions of the COVID-19 pandemic.

“Importantly, the results were underpinned by responsible decision making, balancing the long-term viability of the TAC scheme with a commitment to deliver better, fairer and more targeted outcomes for those who rely on our support,” said Mr Wilson.

Sadly, 295 people lost their lives on Victorian roads in 2023 – the highest number of fatalities in 15 years – while 137 people died on our roads in the first six months of 2024.

“Our hearts go out the loved ones of those who have lost their lives on our roads, and we reiterate our commitment to providing the best possible care to those injured in road accidents.

“This needless loss of life is unacceptable and preventable and strengthens our commitment to working with our road safety partners to achieve the Victorian Road Safety Strategy goal of halving the number of fatalities by 2030,” he said.

In 2023-24, the TAC invested $97.7 million into marketing and road safety initiatives and a further $54.8 million toward road safety infrastructure. The bulk of this contribution ($51.2 million) was directed to the Victorian Government’s Safer Roads Program, taking the total investment in this program to $1.51 billion.

Other highlights from the TAC 2023-24 Annual Report include:

  • 950 seriously injured clients returned to work.
  • Road safety education was delivered to 80,366 young people via our Road to Zero Education Complex
  • A  new Road Smart Interactive Program was launched
  • 1352 common law resolutions
  • Personalised care plans were developed for 3,655 TAC clients
  • 1,030 of our most seriously injured clients achieved their back-to-work outcomes.
  • Two new road safety campaigns, targeting: fatigue (‘Driving Tired? Wake up to yourself.’); and drink driving (‘Stop Kidding Yourself. If you drink, don’t drive’) were launched.
  • 172,000 calls were received, resulting in a call quality rating of 89.3% – 11% higher than target.
